GENERAL DESCRIPTION AND POSITION REQUIREMENTS:

Location: Toms River Branch [Public Relations]; Printing & Graphics [Berkeley Branch]; The Librarian 4’s office is located at the Toms River Branch in the Bishop Building.                               

Schedule: 35-hour workweek. This position has a variant schedule that may include weekdays, weeknights and weekend hours to supervise public relations, marketing, community engagement and fundraising and development activities for the Ocean County Library system.

Duties: 

The Librarian 4 will lead and direct all of the Ocean County Library’s public information channels to increase public awareness of the library and promote increased usage of the library’s programs, products, and services. This position serves as a spokesperson for the library and will foster community engagement with the library by cultivating   relationships with the community and the media. The Librarian 4 will assist the Library Director’s office with fundraising and development, managing crisis communications, and special projects as assigned. 

This position requires excellent writing and editing skills and is responsible for creating, and supervising the creation of copy for: marketing and publicity materials, reports, speeches, articles, website content, internal communications, news releases, and presentations. Writing is a large component of this job, and we are looking for someone who can articulate the Ocean County Library’s stories and vision in a friendly and relatable way that creates awareness of the library’s contributions to our community through our programs, products, and services. The ideal candidate will be a proactive communicator, problem-solver, leader, mentor, and collaborator who works to raise awareness and provide support and strategic guidance on how best to reach and communicate with the public, staff, and stakeholders about everything that the Ocean County Library offers. 

This position will supervise 12.6 FTE’s: Printing & Graphics: 6.6 FTE; Public Relations: 4 FTE; and Technology User Experience Librarian 2’s*: 2 FTE (50%) 

*The Librarian 4, Public Relations supervises the User Experience Librarian 2’s social media and website marketing and content creation activities. The Technology Manager supervises the User Experience Librarian 2’s for social media statistical reports and training activities for new hardware, devices and software to meet staff and customer needs.

  •  Create and execute a cross-platform social media, communications and marketing plan for the library on how to best utilize the library’s website, social media, print media, advertising (radio, television, billboards), in-house marketing (direct marketing, mailing lists, merchandising and displays), and  audience segmentation to promote upcoming library programs, events, services and the library collection. The plan should be updated on an annual basis to ensure it is in line with the library’s goals and objectives.
  • Organize and maintain an editorial calendar and coordinate with various teams, branches and departments within the library to ensure marketing and social media activities help to support the Ocean County Library’s initiatives and strategic plan goals.
     
  • Establish and design internal and external communications templates and processes to support the library’s brand and communications.
     
  • Supervise library staff performing graphic design, print, and social media marketing and engagement activities including, but not limited to: Press releases, annual reports, and newsletters; Writing, posting, and tracking posts across various social media platforms including but not limited to Facebook, Twitter, Pinterest, etc.; Creating communications materials for the library website and making sure the library’s website marketing, advertising and content is up-to-date.
     
  • Conduct market analysis, execute communication campaigns, and coordinate outreach to local media outlets.
     
  • Oversee the Library’s mascot program featuring Sparks the dragon.
     
  • Measure success of social media, communications and marketing plans.
     
  • Support the library’s commitment to diversity, inclusion and cultural awareness.
     
  • Lead Ocean County Library into new areas of service and information delivery. 

The successful Librarian 4 candidate will have the following knowledge, skills and abilities: 

  • Creative, diplomatic, highly motivated and innovative leader with supervisory experience who is enthusiastic about marketing for public libraries, skilled in community engagement, and experienced at persuading or gaining cooperation and acceptance of ideas.
  • This position requires excellent writing, proofreading, editing, and presentation skills and familiarity with social media platforms.
  • Must be well-organized and a detail-oriented thinker with the ability to manage multiple projects simultaneously and deliver on deadline.
  • Excellent interpersonal skills and the ability to communicate effectively and appropriately with people and can interact with individuals on a one-on-one basis or in large groups.
  • Provides exemplary customer service and maintains a favorable public image on behalf of the library.
     
  • Builds and maintains positive working relationships with individuals at all levels of the organization and fosters positive partnerships with outside organizations.
     
  • Experienced with event planning and project management.
     
  • Excellent working knowledge of office computer software such as Microsoft Office and/or Google, and additional marketing design tools. Ability to learn and adapt to new software and equipment technologies.
     
  • Ability to adapt to change, a positive outlook, and a leadership style that produces goal-based results. 
  • Must work well with all levels of library staff and supports the Library’s executive team by providing training, consultation, and guidance when working with elected officials, the media, and the public.
