The Division of Classification and Personnel Management is the primary point of customer service contact for human resource matters for State's Civil Service agencies. Some responsibilities of the Division include reclassification requests, assigning positions to appropriate titles, administering reductions in force, maintaining State and local government civil service employee personnel records, and the issuance of certifications.

The County and Municipal Personnel System (CAMPS) allows County and Municipal Appointing Authorities to transmit employee information to the Civil Service Commission via a secured link over the Internet.  CAMPS provides:

• Faster and improved employee data exchange;
• Direct control of employees transactions; and
• Instant access to employee data and work force reports

Introduced in 2004, CAMPS was designed for Appointing Authorities to electronically enter and send data relevant to personnel appointments and actions. The system greatly reduced time and labor expenditures associated with processing paperwork and forms. CAMPS has established a proven track record of:

• Improved response time on employee personnel transactions;
• Decrease in lost or misplaced paperwork;
• Increased accuracy of employment records; and
• Improved reporting capabilities

Classification and Compensation, under the Civil Service Commission, is the primary point of customer service contact for classification, compensation, time and leave policies and systems, and several human resource information systems, including State employee personnel records. Responsibilities of the Division are:

• Creation and maintenance of the State and local government title classification plan, policies, and title rights
• Creation and maintenance of State and local government job specifications
• Creation and maintenance of the State compensation plan and policies
• Classification studies
• Compensation studies
• Compensation Compendium 
• Supplemental Compensation on Retirement (SCOR)
• Time and Leave policies
• Statewide eCATS and TALRS system administration
• Human Resource Information systems: TALRS, PMIS, CSS on-line

Intergovernmental Services (IS) manages several successful programs that assist employees with job placement. The Unit is responsible for the Employee Exchange Program, the CSC's Intergovernmental Transfers and ITP Vacancy Postings.  The programs have great features that benefit not only the civil service job seeker, but State and local government agencies searching for qualified applicants.

• The Employee Interchange Program aims to provide for the temporary assignment of employees among the three levels of government (Federal, State and local) or between the private and public sectors.
• Intergovernmental Transfer Program (ITP) The Intergovernmental Transfer Program is a voluntary program which offers New Jersey's Civil Service employees the opportunity to transfer from one jurisdiction to another.
• Intergovernmental Vacancies (ITP) postings were developed to assist Civil Service appointing authorities in finding career service individuals interested in appointments via the Intergovernmental Transfer Program.

The dynamics of the programs offered in the Civil Service Commission's Office of Intergovernmental Services allows us to strive to connect qualified Civil Service employees with Civil Service employers and continue to provide quality services to our customers.
