Proposed movement from the ‘competitive’ to ‘noncompetitive’ class of service
The New Jersey Civil Service Commission (CSC) continues to evaluate titles that are appropriate for reallocation from the competitive to the noncompetitive class of service. These actions will provide State and local agencies with the flexibility and timeliness needed to meet their staffing needs.
The CSC plans to reallocate the titles Juvenile Detention Officer (05008) and Juvenile Detention Officer, Bilingual in Spanish and English (05222) from the Competitive to the Noncompetitive class of service.
These titles have been identified for reallocation based on the criteria defined in N.J.A.C. 4A:3-1.2(c)1.
These titles are entry-level; thus, they have no experience requirements. Testing is not practicable given that the skills required to perform the job are gained through successful completion of a training program approved by the New Jersey Police Training Commission within the time period prescribed by law or the New Jersey Police Training Commission.
We are certain this class of service reallocation represents a positive and welcomed step towards change in our business practices.
