Promotional Exam eligible lists differ from Open Competitive lists in that all candidates, including veterans, are ranked by their score. There is no distinction among Disabled Veterans and Veterans in Promotional Exams. The Law specifies that when a veteran is number one on a promotional certification, a nonveteran cannot be appointed. If the name of more than one veteran appears on the certification, any veteran among the top three interested may be appointed. If there is a tie, the names of Veterans will be listed first within each rank. For example:
