- This dataset contains the locations (points) of Historic and Cultural Sites (HCS) of the NJ State Development and Redevelopment Plan (NJSDRP). HCSs are locations which include features or characteristics that have inherent cultural, historic or aesthetic significance of local, regional or statewide importance. Such features include, but are not limited to: greenways and trails, dedicated open space, historic sites and districts, archaeological sites, scenic corridors and natural landscapes of exceptional aesthetic or cultural value and are recognized by the State Planning Commission. HCS locations were submitted by county and local entities. All sites submitted were accepted, with minimal requirements for documentation. Refer to the NJSDRP for further description of the geographic nature of HCSs.
- Purpose:
- The HCS file was created to help implement the goals of the New Jersey State Plan. To protect and manage the state's large areas of natural and environmentally significant resources, the Sate Plan Policy Map relies on the Environmentally Sensitive/Rural Planning Area and the Environmentally Sensitive Planning Area to direct development into Centers. But there are many environmentally sensitive features and landscapes of historic or aesthetic significance that are less than one square mile in extent or whose configuration does not readily permit application of the Policy Objectives of these Planning Areas. Additionally, many sites of historic, cultural, scenic or environmental sensitivity lie within developed areas or within Metropolitan, Suburban or Fringe Planning Areas. The Critical Environmental Sites (CES) and Historic and Cultural Sites (HCS) designations are used to help organize planning for new development or redevelopment by singling out the elements of natural systems, small areas of habitat, historic sites, and other features that should continue to be expressed in the future landscape through protection and restoration. The presence of CES and HCS gives land owners and developers important advance information on how to shape their proposals for development of the land around them, focusing on including them within the design and function of the development whenever possible, while protecting them from adverse impacts. Designating a site as a CES or an HCS means that the site is of local, regional or statewide significance and that its protection and enhancement is of primary importance. Refer to the NJSDRP for further description of the geographic nature of Critical Environmental Sites and Historic and Cultural Sites. This file is used for making maps illustrating the NJSDRP, for analyzing the NJSDRP and for comparison to other GIS files and mapping. The State Plan is not itself a regulation but a statement of State policy that has been adopted by the State Planning Commission pursuant to statute to guide State, regional and local agencies in the exercise of their statutory authority.

The End User is defined as any person or organization receiving these files directly from OSG. OSG grants to the End User a license to use the software, data and documentation provided the End User agrees to the following: I. LIMITED WARRANTY: Notwithstanding the special conditions regarding the subject data specified in part III of this licensing agreement, the Office of Smart Growth makes no representations of any kind, including but not limited to the warranties of merchantability of fitness for a particular use, nor are any such warranties to be implied, with respect to the digital software and data furnished. The Office of Smart Growth assumes no responsibility to maintain them in any manner or form. II. TERMS OF AGREEMENT: The data received from OSG is to be used solely by the End User and will not be reproduced or redistributed for use by anyone else, without first obtaining written permission from OSG. III. SPECIAL CONDITIONS: The delineations are part of the New Jersey State Development and Redevelopment Plan produced and released by the New Jersey Office of Smart Growth. The boundaries reflect delineations as of the date the files are posted on our website: www.njsmartgrowth.com. Any map amendments accepted in the interim are not reflected in these delineations. Due to the complex nature of the State Development and Redevelopment Plan and the state planning process and the relationship of all of the individual parts of the plan, questions regarding the plan should not be resolved by or even considered using maps alone. This would provide a limited view of the comprehensive approach embodied in the plan. For this reason, any questions relating to the plan or its delineations for the State should be directed to OSG. The information has been delivered in a standard format. OSG assumes no liability for inability of the End User to use the data/software for any financial damages caused by such an inability. OSG agrees, however, to assist in resolving any problems in using the software or data and to reproduce the data if necessary.

- Scale of the original mapping was 1:24000. Feature locations probably do not meet National Map Accuracy Standards for that scale, (within 40 feet of their intended locations); in many cases, source maps were poorly drawn. Accuracy testing has not been done.
