Abstract:
This dataset contains the boundaries of the Urban Complexes of the NJ State Development and Redevelopment Plan (NJSDRP). The State Plan's Statewide Policies are applied to the natural and built resources of the state through the designation of five Planning Areas. These Planning Areas reflect distinct geographic and economic units within the state and serve as an organizing framework for application of the Statewide Policies of the State Plan. Planning Areas are areas of land, not less than one square mile, that share certain conditions, such as population density, infrastructure systems, level of development, or environmental sensitivity. Planning Areas do not necessarily coincide with municipal or county boundaries, but define geographic areas that are suitable for common application of public policy. The State Plan anticipates continued growth throughout New Jersey in all Planning Areas. The character, location and magnitude of this growth vary among Planning Areas according to the specific character of the area. Each Planning Area has Policy Objectives that guide growth in the context of its unique qualities and conditions. The Policy Objectives also shape and define the application of the Statewide Policies in each Planning Area. Refer to the NJSDRP for further description of the geographic nature of Planning Areas.
Purpose:
The Urban Complex file was created to help implement the goals of the New Jersey State Plan. It is used for making maps illustrating the NJSDRP, for analyzing the NJSDRP and for comparison to other GIS files and mapping. The State Plan is not itself a regulation but a statement of State policy that has been adopted by the State Planning Commission pursuant to statute to guide State, regional and local agencies in the exercise of their statutory authority.

Due to the complex nature of the State Development and Redevelopment Plan and the state planning process and the relationship of all of the individual parts of the plan, questions regarding the plan should not be resolved by or even considered using maps alone. This would provide a limited view of the comprehensive approach embodied in the plan. For this reason, any questions relating to the plan or its delineations for the State should be directed to OSG. The information has been delivered in a standard format. OSG assumes no liability for inability of the End User to use the data/software for any financial damages caused by such an inability. OSG agrees, however, to assist in resolving any problems in using the software or data and to reproduce the data if necessary.

Scale of the original mapping was 1:24000. Feature locations should generally meet National Map Accuracy Standards for that scale, which means that boundaries are within 40 feet of their intended locations; however accuracy testing has not been done.

Through the Cross-acceptance process, a series of 1:24000 film USGS quadrangle registered maps defining the Urban Centers of the New Jersey State Development and Redevelopment Plan was created. Urban Center boundaries are, by definition, coincident with their municipal boundaries. Since creation of the State Plan, other types of Centers - Regional Centers, Towns, Villages, and Hamlets, have been Designated and Proposed. Locations of the boundaries were originally refined using hardcopy orthophotoquads as produced by Markhurd Corp (1986). Later Center boundaries were digitized using digital orthophotos at 3-meter resolution (1991), and later still, using 1995 digital orthophotos at 1-meter resolution from USGS.
