The Bureau of Transfer Stations & Recycling Facilities is responsible for the management of permit applications for solid waste transfer stations/materials recovery facilities and Class B and Class C recycling facilities. In addition, the Bureau's Financial Management Unit oversees solid waste landfill escrow accounts, hazardous waste facility closure and liability assurances, claims filed against the Sanitary Landfill Facility Closure and Contingency Fund, and annual solid waste and recycling facility registration.

Transfer Station/MRF's and Financial Management - Reviews permit applications and issues solid waste permits for transfer stations and materials recovery facilities. The Financial Management Unit manages solid waste landfill escrow accounts, including account release requests to reimburse for landfill closure and post-closure work, reviews closure and post-closure cost and liability financial assurances for hazardous waste facilities, processes claims made against the state's Sanitary Landfill Facility Closure and Contingency Fund, and processes annual registration required of all solid waste facilities and Class B, C and D recycling facilities.
Class B and C Facilities - Reviews applications and issues Class B and Class C recycling facility General Approvals. Class B facilities generally accept and process source separated recyclable material from construction projects such as concrete, asphalt, brick and block. Class C facilities generally accept for composting leaves and grass.
