New Water Treatment Plant Debuts in Sayreville
by Michael Curley, Bureau of Engineering North

In June 2003, the Borough of Sayreville completed construction and began operations of its new 7.0 Million Gallons Per Day (MGD) Bordentown Avenue Water Treatment Plant (WTP). The Borough received $18.5 million from the New Jersey Environmental Infrastructure Financing Program (EIFP) to construct the new water treatment plant to meet current and future water demands, and to comply with state and federal safe drinking water regulations.

Located in Middlesex County, Sayreville is approximately 18.74 square miles and provides residential drinking water using two (2) water treatment plants: the Bordentown Avenue and the Morgan plants.

The existing Bordentown Avenue plant, built in 1959 with a capacity of 4.0 MGD, had surpassed its useful life and could not provide adequate treatment as required by safe drinking water regulations. The Morgan plant, located in the southeast portion of the borough, was built in the 1970s with a capacity of 3.0 MGD. However, this plant has also surpassed its design life and currently operates at only 1.47 MGD. The existing system serves approximately 35,000 residents with an average daily water demand of 6.9 MGD and a peak daily water demand of 10.6 MGD. To meet the drinking water demands of its residential population, the Borough applied for an EIFP loan to fund the new Bordentown Avenue plant.

With duplicate treatment trains to treat 7.0 MGD, the new plant is expandable to 14.0 MGD. Duplicate trains were built to provide continuous service should one unit be off line for maintenance or repairs. In the future, the borough plans to expand the Bordentown Avenue plant to meet peak water demands and decommission the Morgan plant, due to its age and limited treatment capacity.

Construction of the project began on March 1, 2001 and was completed by Remsco Construction, Inc. of Lakewood, New Jersey.
