Upgrades Sludge Handling Facilities with EIFP Loan by Jehan Halim, Bureau of Engineering North
The Linden Roselle Sewerage Authority (LRSA) received $13,167,558 in Environmental Infrastructure Finance Program (EIFP) loans to upgrade their wastewater treatment plant. Financing was provided from two sources, the Clean Water Fund (administered by the DEP) and the New Jersey Environmental Infrastructure Trust. The plant, which was originally constructed around 1950, serves the City of Linden and the Borough of Roselle. The proposed project is expected to reduce operation and maintenance problems and increase the reliability of the LRSA's sludge handling facilities. These facilities are an integral part of the overall wastewater treatment process - a process that reclaims wastewater and safely returns it to the environment. The proposed project consists of the following: rehabilitation of the 2 anaerobic digesters, 4 sludge storage tanks and associated equipment; installation of pumped mixing systems in the 4 sludge storage tanks; replacement of the dissolved air flotation thickeners with gravity belt thickeners; installation of a supervisory control and data acquisition system; replacement of various pumps and valves; and construction of various piping, plumbing, electrical, heating, ventilation, and architectural improvements throughout the LRSA sludge handling facilities. The LRSA wastewater treatment plant has a permitted flow of 17 million gallons per day (MGD) and an existing average flow of approximately 13 MGD. Treated wastewater is discharged to the Arthur Kill.
