'Clean Watersheds Needs Survey' Ranks New Jersey Third in Nation

State Qualifies for $12.8 Billion in Clean Water Funding

Only New York and California ranked higher than New Jersey in the EPA's Clean Watersheds Needs Survey 2000 Report to Congress (CWNS). The CWNS lists EPA's survey of water quality programs and projects eligible for funding under the Clean Water State Revolving Fund (CWSRF) as of January 1, 2000. In the past, Congress has used the outcome of surveys to allocate the States' share of the Construction Grants Program and the current CWSRF Program. The following are report highlights:

  • The total CWSRF-eligible needs for New Jersey is $12.8 billion, which is 7.1 percent of the nation's $181.2 billion needs.

  • New Jersey was 8.7 percent of the National Combined Sewer Overflow (CSO) needs of $50.6 billion and ranked fifth in the nation, behind Illinois, New York, Indiana, and Pennsylvania. CSO costs of $4.4 billion comprised the New Jersey's largest needs category.

  • Twenty states reported $5.5 billion in needs for developing and implementing Phase I and Phase II municipal storm water management programs. New Jersey's reported $89 million was 1.6 percent of the national storm water needs and ranked eighth in the nation.

  • Thirty-three states submitted documented Nonpoint Source (NPS) pollution control needs totaling $13.8 billion - an increase of $10.9 billion from the $2.9 billion cited in the 1996 Survey. The rise is due to a concerted effort by EPA and the states to document NPS needs. New Jersey documented $2.8 billion in NPS needs, which was 20.3 percent of the nation's needs, ranking it second behind Florida.

  • In response to the Wet Weather Water Quality Act (Act) of 2000, EPA estimates the nation's Sanitary Sewer Overflow (SSO) needs to be $88.5 billion. New Jersey's needs are $3 billion, or 3.4 percent of the national needs, ranking the state eighth in this category.

For the first time, EPA is using a broad, geographically-based approach to report national needs by watersheds. This approach is reflected in the survey's new name - Clean Watersheds Needs Survey (The survey was formerly known as the Clean Water Needs Survey). To promote a more holistic approach to water pollution control, the EPA encourages states to use the CWNS database to more efficiently and effectively address high-priority problems in watersheds.
