by Nicholas Horiates, Bureau of Permit Management Based on the data from the past three State Fiscal years (2001-2003), 18 engineering firms have qualified for the Engineer Recognition Program under the Expedited Treatment Works Approval (TWA) program. Starting January 1, 2004, they are eligible to receive certain benefits including an expanded use of the Expedited TWA program. The Expedited TWA program was developed by the DEP in 1994, in consultation with the New Jersey Society of Profession Engineers, the New Jersey Society of Municipal Engineers and the Consulting Engineers Council of New Jersey. The program offers a reduced review time on minor permits (30 days or less) by relying on a P.E. Certification for administrative and technical completeness. In the first three years of the Expedited TWA Program, the DEP and the Professional Engineering groups found that the program was underutilized and about half of the TWA submittals were administratively and/or technically incomplete. To increase the use of the Expedited TWA Program and improve the quality of the TWA application submittals an Engineer Recognition Program was instituted. The recognition program acknowledges engineers that consistently submit complete applications and establishes positive peer recognition.
