Smith said the survey, which was conducted by the Ohio Water Development Authority (OWDA) as a service to CIFA members (at no expense to the federal government), serves as a comprehensive national profile of the SRF program and its progress since June 30, 1994. The survey will be used to educate Congress on the nature of the program and its successes, as members consider reauthorizing the Clean Water Act. The most recent proposal, now before the U.S. House of Representatives, includes about $3 billion per year for SRF programs for the next five years.
New Jersey was ranked third behind New York and Texas in 1993. In 1994, New Jersey passed Texas and now trails only New York which, due to its needs, lends over twice the money New Jersey or Texas does. The fact New Jersey's program surpasses those of Texas and California highlights the innovative and aggressive approach the state has taken in cleaning up water resources through wastewater infrastructure improvements.
