New Organizational Structure for the Division of Water Quality |
In November 1996, the Division of Water Quality was restructured to facilitate watershed permitting, consolidate similar functions, and adjust management control to compensate for recent staff reductions. This new structure will allow the division to focus on watershed decision-making and to improve permit processing through better internal communication.
The new organization will reduced the number of division bureaus from eleven to nine. The following details some of the changes:
- The bureaus of Stormwater Permitting and Operational Groundwater Permits have been merged into a single new bureau called Nonpoint Pollution Control.
- The bureaus of Watershed Permitting and Standard Permitting have been reformed into two new bureaus called Point Source Permitting Region 1 and 2. These bureaus will issue both municipal and industrial surface water discharge permits on a regional basis. Please refer to the map and chart which depicts the new regions and their respective water quality management basins.
- The bureaus of Engineering North, Engineering South, and Construction and Connection Permits have been merged into two bureaus--Engineering and Construction Permitting North and South. These two bureaus will provide regional wastewater and stormwater/nonpoint source management funding assistance and wastewater facility permitting.
- The bureaus of Pretreatment and Residuals, Permit Management, Administration and Management, and Program and Technical Services will remain unchanged.
"I believe the new structure will help us to build on our past successes in the areas of permit outputs, loan processing and data management," said division director Dennis Hart. "While we realized many environmental improvements under our past structure, our new organization will allow us to take our protection programs to an even higher level," Hart said.
