Wastewater Financing Rules Amended

On August 18, 1997, the NJ Wastewater Treatment Financing Program (WTFP) and the Pinelands Infrastructure Trust Financing Program (PITFP) adopted amendments to the programs’ rules which were proposed in the May 19, 1997 New Jersey Register.

The amendments broaden the funding for street restoration and building demolition and fully fund the planning and design costs for projects requiring the preparation of an environmental impact study. Other changes modify inspection and testing requirements and clarify terminology in the rules on contracting with small businesses that are owned by minorities and/or women. The rules also enable the Trust to waive allowable cost provisions to provide applicants with market rate loans when extraordinary economic circumstances exist. These waivers, however, must be consistent with the purposes and objectives of the Trust Act and the bond acts involved.
