Federal Annual Sludge Reports Due

The federal 503 sludge regulations require all publicly owned treatment works (POTWs) with a design flow equal to or greater than 1 MGD, serving a population of 10,000 (or greater) or with an approved pretreatment program to submit an annual sludge report. The deadline for this report is February 19, 1998 (covering the entire 1997 calendar year). Although small treatment plants (less than 1 MGD design flow) are not required to report to EPA’s Region 2 office, they must have this information available.

The information (as discussed in § 503.17 for land application, § 503.27 for surface disposal, and § 503.47 for incineration) must include at least the following: 1) amount of sludge generated (in metric tons expressed in dry weight); 2) use or disposal practices; and 3) name and address of the facility or vendor that receives your sludge. Depending on your method of sludge management, additional information may be required.

To find out exactly what information must be submitted or for further information on the 503 regulations, please call Alia Roufaeal, USEPA Regional Sludge Coordinator, at (212) 637-3864. The annual sludge report is to be submitted to:

    Mr. Patrick Durack, Chief
    Water Compliance Branch
Division of Enforcement and Compliance Assistance
U.S. Environmental Protection Agency, Region II
