1996 Clean Water Needs Survey (CWNS) Report to Congress

The national CWNS Report was transmitted to Congress on September 23, 1997. This survey is a national assessment of needs for publicly owned wastewater treatment facilities, correction of combined sewer overflows, and management of stormwater, nonpoint source and estuarine pollution. It is required by sections 205(a) and 516(b)(1) of the Clean Water Act and is a joint effort by the States and EPA.

The total 1996 documented and modeled needs are estimated at $6.958 billion for New Jersey and $139.5 billion for the entire nation. These amounts reflect all program categories eligible for State Revolving Fund (SRF) funding for a population expected within 20 years.

The report details the capital costs of building wastewater treatment facilities necessary to comply with the Clean Water Act. It covers publicly owned municipal wastewater collection and treatment facilities, facilities for the control of combined sewer overflows, activities designed to control stormwater runoff and nonpoint source pollution, and programs designed to protect the nation's estuaries.

The heart of the New Jersey CWNS is the database that contains technical and cost information on approximately 680 publicly owned wastewater treatment facilities. It also contains cost and technical information for other specific programs and projects that target documented water quality or public health problems.

* These are modeled needs. New Jersey has zero needs in Cat.VI because there are no municipal separate storm sewer systems regulated under Phase I of the NPDES Stormwater Program.
