On October 20, 1997, the DEP met with the New Jersey Society of Professional Engineers, the New Jersey Society of Municipal Engineers and the Consulting Engineers Council of New Jersey to discuss the status of the Expedited Treatment Works Approval (TWA) Pilot Program. This pilot program, which was originally developed in May 1994, reduced the review time of certain minor applications (30 days or less) by relying on a P.E. Certification for assessing administrative and technical adequacy. The program required the DEP to track all submittals and relay the results to professional engineering groups.
Although the Expedited TWA Pilot Program was extensively promoted by the professional engineering groups and the DEP, it has been underutilized, with only one-third of the eligible TWA applications using the service. In addition, 37% of the Expedited TWA applications were administratively incomplete.
To increase the use of the Pilot Program and improve the quality of TWA applications, an Engineer Recognition Program was developed. The Recognition Program's objectives are to: (1) acknowledge engineers consistently submitting complete applications, (2) establish positive peer recognition, and (3) institute program incentives to recognized engineers.
The Recognition Program's Criteria are as follows:
A minimum of three (3) applications must be submitted under the Expedited TWA Pilot program, within the specified reporting time.
The reporting time will be the three year time period prior to DEP's annual program report (i.e., SFY95 to SFY97 = July 1994 to June 1997).
At least 70% of the total number of Expedited TWA applications submitted by a P.E. must be both administratively and technically complete.
DEP will report findings to Professional Engineering groups and to Recognized Engineers.
Engineer Recognition Program - Incentives:
A Recognized Engineer incentive would be valid for one (1) calendar year, beginning in January.
A Recognized Engineer will be acknowledged by the DEP and may be recognized by the Professional Engineering groups.
After reviewing the data for the past three years, four engineering firms have qualified for the Engineer Recognition Program. Upon receipt of notification from the DEP, these firms can submit larger projects under the expedited program. The following engineering firms have qualified for the program:

Both the Professional Engineering groups and the DEP are hopeful the quality incentives will lead to a greater use of the Expedited TWA Pilot Program. The resultant reduction in processing time will save money for both the DEP and the regulated community.
