EPA Publishes Effluent Trading Report

The EPA has finalized a report outlining the lessons learned from an effluent trading pilot project established within the Passaic Valley Sewerage Commissioners service area. Sharing the Load: Effluent Trading For Indirect Dischargers was published by EPA in May 1998. Under the effluent trading project, facilities discharging into the sanitary sewer that achieve greater pollutant reductions than required are allowed to sell "credits" for their excess reductions to other dischargers not able to cost effectively reduce their own pollutants. The EPA's report documents the trading project and includes information on the benefits of trading, elements of a successful trade, organizational and sociological aspects of trading, approaches for promoting trading, and the transferability of trading to other publicly-owned treatment works.
