New Residuals Management Technical Manual Available

Applicants, permittees, permit writers, consultants, and other interested parties can get help with completing their NJPDES applications using the recently published Technical Manual for Residuals Management. The new manual, which was written by the Division of Water Quality's Bureau of Pretreatment and Residuals, furnishes guidance on the submission of NJPDES permit applications for various types of regulated residuals management operations. The manual specifies the information required for completing NJPDES permit applications and provides information on the documents and basis used in the development of permit conditions.

The regulations for residuals management are found at N.J.A.C. 7:14A-20 and were adopted May 5, 1997. These regulations, which are based on the federal rules at 40 CFR Part 503, reduce some regulatory requirements on product movement due to the low risk associated with properly land applied residuals that meet certain quality thresholds. Under N.J.A.C. 7:14A-20, certain products that achieve the most stringent permit limitations will be considered a product in commerce and will not be subject to further regulation. Other products may be applied with some controls set forth in a letter of site approval. The DEP's strategy in developing these regulations has been to provide a balanced approach that will not only protect the environment but also encourage the recycling of residuals through land application. As a consequence of the regulatory change, the DEP has placed more responsibility upon permittees, the land appliers, and preparers for proper residual management.
