Financing Program Certifies 1998 Projects
DEP Commissioner Robert C. Shinn, Jr. certified 24 projects to receive low interest loans in November 1998. Totaling $131 million, the 24 projects will address drinking water, wastewater and stormwater infrastructure needs and are critical in preserving the state's water resources for future generations. Sixteen of the projects target wastewater, stormwater and nonpoint source pollution and will help improve substandard sewage treatment facilities, maintain wastewater collection and conveyance systems, and reduce pollution caused by stormwater runoff. The remaining eight projects will help municipalities, and also private water purveyors, meet the requirements of the Safe Drinking Water Act. New Jersey anticipates receiving federal grants authorized under the Clean Water Act and Safe Drinking Water Act that total over $104 million.

The following lists the 24 projects certified by the Municipal Finance and Construction Element in September 1998 for low-interest loans through the Environmental Infrastructure Financing Program. Governor Whitman signed the appropriations bill on August 24, 1998. At the time of this writing, the DEP and the Trust planned to close on loans with project sponsors on November 5, 1998.

Consists of the construction of 2,300 feet of storm sewers to complete the final phase of the City's combined sewer separation project.
North Bergen MUA
Certified Loan Amount $3,627,512 - Project #S340652-02
Includes the construction of nine netting facilities and one static bar rack to reduce the discharge of solids/floatables from ten combined sewer overflow points into tributaries of the Hackensack River and Hudson River.
Florence Township
Certified Loan Amount $14,913,699 - Project #S340352-02
Includes the expansion of the Township's sewage treatment plant from 1.5 to 2.5 MGD (average flow) and the construction of sludge dewatering facilities.
Passaic Valley Sewerage Commissioners
Certified Loan Amount $8,600,000 - Project #S340689-04
Involves the rehabilitation and/or replacement of various sections of interceptor sewers within the service area.
Somerdale Borough
Certified Loan Amount $566,634 - Project #N92 338-02
Involves a sewer repair/replacement program including Arlmay Avenue to the Atlantic Avenue Pump Station, the Holyoke Avenue Sewer Main and various other deteriorated sections of sewer main.
Lopatcong Township
Certified Loan Amount $200,000 - Project #N92 264-01
Includes the replacement of a gravity line along Route 22, the upgrade of the Baltimore and Route 57 Pump Stations and the elimination of the Striker Road Pump Station.
Pine Hill Borough
Certified Loan Amount $602,578 - Project #N92 274-01
Involves improvements to the storm drainage system in the Borough.
Kearny Town
Certified Loan Amount $3,014,742 - Project #S340259-01
Includes the construction of a new storm sewer system and the utilization of an existing sewer to eliminate a combined storm and sanitary overflow point.
Somerset Raritan Valley RSA
Certified Loan Amount $19,922,447 - Project #S340801-04
Involves various improvements at the treatment plant site necessary to replace deteriorating facilities.
Ocean County UA
Certified Loan Amount $5,228,360 - Project #N92 372-21
Consists of various improvements at the Central Treatment Plant site.
Gloucester County UA
Certified Loan Amount $3,700,000 - Project #S340902-02
Includes improvements to the treatment facilities' six aeration tanks and the rehabilitation of the existing sludge incinerator.
Hopewell Township
Certified Loan Amount $24,697,784 - Project #S340282-01
Involves the construction of over 34 miles of gravity collection sewers, trunk mains, force mains and pump stations to service the southeast sector of Hopewell Township.
Delanco Township SA
Certified Loan Amount $1,053,732 - Project #S340956-01
Involves the construction of a new sewage pump station in Delanco and 3,500 feet of 8-inch force main from Delanco to Beverly Sewerage Authority's treatment facility.
Lawrence Township
Certified Loan Amount $1,170,190 - Project #N92395-01
Involves the removal of up to 60,000 cubic yards of silt from Colonial Lake and the installation of a sediment sump area for future silt removal.
Millburn Township
Certified Loan Amount $2,082,746 - Project #S340355-01
Includes the construction of a low flood wall along the East Branch of the Rahway River and a low earthen dike floodguard along an existing wetland area.
Mercer County Improvement Authority
Certified Loan Amount $1,105,960 - Project #S340536-04
Involves the installation of retaining walls, improvements to storm drain inlets, and various vegetative plantings to stabilize lake banks and reduce sedimentation.
