Public Hearing on FFY2000 Environmental Infrastructure Financing Set


The deadline for submission of planning documents has been moved from April to June and the final design deadline has been moved from November 1999 to February 2000.

The DEP has scheduled two hearings on January 12, 1999 to solicit public comments on the Proposed Priority System(PPS), Intended Use Plan, and Project Priority List for Federal Fiscal Year 2000 for New Jersey's clean water and drinking water State Revolving Fund (SRF) Programs.

The hearings will be held in the New Jersey Environmental Infrastructure Trust's conference room. The Trust office is located at 3131 Princeton Pike, Building #6 in Lawrenceville, New Jersey (609) 219-8600.

The clean water PPS hearing begins at 10:00 a.m. and concludes at noon or the end of testimony, whichever is sooner. The drinking water PPS hearing begins at 1:00 p.m. Presentations may be made orally or in writing. The period for submitting written comments on the proposal will close February 1, 1999 (comments must be postmarked by that date). All comments submitted by the above deadline will be considered in the preparation of the final Priority System.

The Environmental Infrastructure Financing Program (EIFP) provides low-interest loans for water quality management projects dealing with wastewater treatment and stormwater/nonpoint source pollution, as well as projects needed to comply with safe drinking water standards. The DEP and the Trust, an independent state financing agency, jointly administer the EIFP.

The PPS-FFY2000 documents, as established by EPA, have three major parts: the priority system, the intended use plan, and the project priority list. In general, the priority system describes the ranking methods/points used in prioritizing the projects, the intended use plan discusses the use of SRF funds, and the priority list presents the FFY2000 wastewater, stormwater and drinking water projects in descending order of priority.

The EIFP has made notable changes to the FFY2000 schedule. The deadline for submission of planning documents has been moved from April to June and the final design deadline has been moved from November 1999 to February 2000. The new deadlines will provide applicants with more time to submit complete documents. The February design submission must be complete to continue in that year's funding cycle (this also applies to second chance projects).

The EIFP will also require borrowers to attend a pre-planning meeting prior to the February submission of a commitment letter. Pre-planning meetings are an opportunity for borrowers to discuss their project with program staff. This will enable staff to provide the applicant with a clear understanding of program requirements.

Concurrently, the EIFP has announced a second chance opportunity to apply for a 1999 loan. The deadlines for the projects to be funded in 1999 and 2000 are listed below.
