The SQAR were initially promulgated in October 1979. Under the SQAR, the DEP embarked on a major program of monitoring the quality and quantity of sludge generated throughout the State by domestic and industrial treatment works. The SQAR information submitted by treatment works owners has been extremely useful to the DEP in evaluating sludge management plans, and to the generators in developing appropriate sludge management alternatives.
Under the rules, the DEP sets forth the sampling, analytical and reporting requirements for all domestic and industrial sludge generators. Changes are being proposed to 1) update analytical methods to be consistent with the Federal Rules at 40 CFR Part 503, 2) provide analytical exemptions for the smallest domestic treatment works (which typically service schools, religious institutions, and small commercial establishments), and (3) provide reductions for parameters which have not been frequently detected or which have been shown, through conservative risk assessments, to not pose a problem when managing sludge.
