The New Jersey Environmental Infrastructure Financing Program plans to revise the schedule for the 2001 financing program. In order to better manage the large volume of environmental infrastructure projects being processed, the DEP and the Trust will be changing the project document submittal deadlines and eliminating the second chance option in 2001 and future years.
As in years past, the DEP and the Trust are providing project sponsors with a second chance opportunity to participate in the current, FFY2000 Financing Program. Loans are available for a wide variety of wastewater treatment, drinking water or water supply, stormwater management and nonpoint source pollution abatement projects, including the projects that address publicly owned landfill closure or construction needs. In order to qualify for a loan from the Financing Program in FFY2000, project sponsors must comply with the schedule below:

It should be noted that the second chance projects in the FFY2000 Financing Program will be ranked below those projects that have already been actively pursuing funding in accordance with the regular schedule for the FFY2000 Financing Program (June 7, 1999 for planning and February 7, 2000 for design).
Beginning with the FFY 2001 program, the second chance provision will no longer be available and a new schedule will be implemented. The new schedule consolidates the time line by shortening the regular schedule and eliminating the second chance schedule, which proved to be too short for most projects. As always, eligible projects can qualify to receive pre-award approval if all requirements are met. Pre-award allows a project to proceed with construction prior to loan closing. The schedule for the FFY2001 Financing Program is as follows:

The hearing on the Proposed FFY2001 PS document will be held in the Trust's offices on March 21, 2000, commencing at 10 a.m. and concluding at the end of testimony or noon, whichever is earlier.
