Update on the Expedited TWA Program

Developed several years ago, the expedited TWA Program was designed to reduce the review time of minor permits (30 days or less) by relying on a Professional Engineer's Certification for administrative and technical completeness. As part of the program, the Division of Water Quality tracks all submittals and relays the results to Professional Engineering groups, who self-monitor their colleagues.

To increase the use of the Expedited TWA Program and improve the quality of the TWA application submittals, an Engineer Recognition Program was created. The objectives of this program are to (1) to acknowledge engineers who consistently submit complete applications, (2) to establish positive peer recognition, and (3) to institute a program incentive to those recognized engineers.

Engineer Recognition Program - Criteria

  • Applications submitted under the Expedited TWA Program must be technically and administratively complete.

  • A minimum of three (3) applications must be submitted to the Expedited TWA program, within the specified reporting time.

  • The reporting time will be a three State Fiscal Year time period

  • At least 70% of the total number of Expedited TWA applications submitted by a P.E. must be both administratively and technically complete.

  • Recognized Engineers, would be eligible for program incentives, for a period of one (1) calendar year, beginning the January after the DEP reports the results.

  • DEP to report findings to Professional Engineering groups and to the Recognized Engineers.

Engineer Recognition Program - Incentives

  • Recognized Engineers can submit Expedited TWA applications with an increased project scope, expanded from the current sewer extension maximum of 400 L.F. to a maximum of 1000 L.F. of sewer extension.

  • The Recognized Engineer incentives would be valid for one (1) calendar year, beginning in January.

  • The Recognized Engineer will be acknowledged by the DEP and may be recognized before his/her peers by Professional Engineering groups.

  • By promoting this positive, incentive-based program, both the Professional Engineering groups and the division anticipate a greater use of the Expedited TWA Program. This will hopefully lead to an improved quality of project submittals.

    After reviewing data for the past three years, seven (7) engineering firms qualified for the Engineer Recognition Program. Beginning January 1, 2000, they are eligible to benefit from the Recognized Engineer Incentives. The firms are as follows:
