This grid is based on an old map series called the New Jersey Atlas Sheets and on a reference system based on them called the New Jersey Rectangular Coordinate System. The grid system developed as the ATLAS_GRID does not exist on the atlas sheets but is based on latitude and longitude grids included on the sheets. The original 17 map sheets (numbered from 21 through 37) were produced with grid lines shown every 2 minutes of latitude and every 2 minutes of longitude, producing a regular grid of RECTANGLES. This rectangular grid forms the basis of the reference system. For each sheet, groups of RECTANGLES are aggregated together to form BLOCKS . Each BLOCK in each sheet is given a number from 1 to 45. Within each BLOCK, each RECTANGLE is numbered from 1 to 9. RECTANGLES are further divided into 9 sections called UNITS (numbered 1 to 9) and each UNIT divided into 9 sections called PARTS (also numbered 1 to 9). Each of these smallest sub divisions can be identified by a unique 7 digit code composed of the ATLAS SHEET number, and the number of the BLOCK, RECTANGLE, UNIT and PART. This 7 digit identifier is part of the historical well database and is still used on new permits.

This grid was developed to track the approximate locations of permitted wells throughout the state.

The concept for this grid was developed in the late 1970's. The grid is based on an old set of topographic map sheets called the New Jersey Atlas Sheets. These were originally printed at a scale of 1 inch equals 1 mile (1:63360). The original sheets, of which there are 17, were engraved with lines of latitude and longitude every 2 minutes. These lines formed a regular grid on each sheet, and by dividing this grid into smaller and smaller sections in a regular pattern, small areas of the state approximately 3/16 x 1/4 mile in extent could be isolated and identified by a unique code. The code starts with the sheet number, followed by an identifier for each smaller subdivision. The final code is a unique 7 digit number.
The digital version of this grid, ATLAS_GRID, was not digitized from the original sheets but generated in ARC/INFO base on the coordinate extent of each original atlas sheet. Once a coverage was generated representing the boundary of each sheet it was subdivided into the appropriate sections described in the New Jersey Coordinate Reference System documents using the GENERATE command in ARC/INFO. The subdivisions were then coded as described in the documents. The original grids were generated in decimal degrees, and then projected to New Jersey State Plane Feet, NAD83. All individual projected atlas sheet digital grids were then joined together to create an aggregate grid. As a final step, the aggregated grid was clipped to the New Jersey State boundary, so that only grid cells covering New Jersey are included in the final digital coverage, ATLAS_GRID
While this grid is originally called the New Jersey Coordinate Reference System, it should be noted that the unique identifiers used to identify each cell within the grid are not to be confused with an X and Y coordinate reference value. They are not New Jersey State Plane Coordinate System values. While they can be used to locate a unique area of the state, the CELL codes do not represent any real coordinate values in and of themselves.

Data Distribution Agreement
I. Description of Data to be Provided.
The data provided herein are distributed subject to the following conditions and restrictions.
SUBJECT DATA LAYERS
For all data contained herein, NJDEP makes no representations of any kind, including, but not limited to, the warranties of merchantability or fitness for a particular use, nor are any such warranties to be implied with respect to the digital data layers furnished hereunder. NJDEP assumes no responsibility to maintain them in any manner or form.
II.Terms of Agreement
1. Digital data received from the NJDEP are to be used solely for internal purposes in the conduct of daily affairs.
2. The data are provided, as is, without warranty of any kind and the user is responsible for understanding the accuracy limitations of all digital data layers provided herein, as documented in the accompanying cross-reference files (see SUPPLEMENTAL INFORMATION). Any reproduction or manipulation of the above data must ensure that the coordinate reference system remains intact.
3. Digital data received from the NJDEP may not be reproduced or redistributed for use by anyone without first obtaining written permission from the NJDEP. This clause is not intended to restrict distribution of printed mapped information produced from the digital data.
4. Any maps, publications, reports, or other documents produced as a result of this project that utilize NJDEP digital data will credit the NJDEP's Geographic Information System (GIS) as the source of the data with the following credit/disclaimer:
"This (map/publication/report) was developed using New Jersey Department of Environmental Protection Geographic Information System digital data, but this secondary product has not been verified by NJDEP and is not state-authorized."
5. Users shall require any independent contractor, hired to undertake work that will utilize digital data obtained from the NJDEP, to agree not to use, reproduce, or redistribute NJDEP GIS data for any purpose other than the specified contractual work. All copies of NJDEP GIS data utilized by an independent contractor will be required to be returned to the original user at the close of such contractual work.
Users hereby agree to abide by the use and reproduction conditions specified above and agree to hold any independent contractor to the same terms. By using data provided herein, the user acknowledges that terms and conditions have been read and that the user is bound by these criteria.

Attributes were coded mostly using ARC/INFO amls. Random checks were made on the original grids to confirm coding was according to the coding structure in the description. Coding was done automatically for each sheet and the first and last cells in each sheet were correct for all sheets. Internal sheets were not individually checked, but there is a high probability that they are correct since the first and last cells where checked.
