PROGRAM DESCRIPTION:
The Bureau of Hazardous Waste Compliance and Enforcement performs activities to ensure that hazardous waste is properly identified and collected, transported, treated and disposed of in an environmentally sound manner. Activities include providing compliance assistance, the investigation of complaints, conducting inspections and issues enforcement documents, (both formal and informal which may include assessed penalties). The program also assists the Attorney General's Office in developing enforcement cases and testifying in court, and negotiates compliance schedule and penalty settlements.
The department has been delegated authority by the USEPA to administer the Resource Conservation Recovery Act (RCRA) program in New Jersey. There is also a transportation oversight function that includes, in coordination with the State Police, roadside operations and hazardous waste transporter terminal audits.

MONETARY ASSISTANCE PROVIDED:
No monetary assistance is provided. However, the County Environmental Health Act (CEHA) Program provides grant money to certified county health agencies for the purpose of supporting environmental health services, including hazardous waste control activities. This program can provide free on-site inspections upon request to determine regulatory compliance under the department’s Greenstart program.
