[SRRA]: New Notice available for Response Action Outcomes (RAOs) - Naturally Occurring Levels of Constituents in Ground Water

The Department is aware that the Model Response Action Outcome (RAO) Document promulgated as Appendix D in the Administrative Requirements for the Remediation for Contaminated Sites (ARRCS, N.J.A.C. 7:26C) does not address certain situations that may occur at sites where remediations are concluding. When appropriate, the Department works with remediating parties and LSRPs to ensure that RAOs accurately reflect site-specific conditions and implemented remedial actions. To that extent, the Department has created RAO Notices for use by LSRPs when writing RAOs. Notices for several conditions, as well as a description of the Department's approval process for other RAO modifications, were posted on the Department's website at
https://www.nj.gov/dep/srp/ on April 29, 2013.

A new Notice has been developed to address exceedances of the New Jersey Ground Water Remediation Standards caused by naturally occurring constituents found in ground water. This discussion primarily applies to metals, and excludes anthropogenic background including, but not limited to, synthetic organic chemicals such as petroleum hydrocarbons/byproducts, chlorinated compounds, and any compound that cannot be considered naturally occurring.
