[SRRA]: Updated SESOIL/AT123D Guidance Document for Determination of Site-Specific Impact to Ground Water Soil Remediation Standards for Mobile Contaminants

The SESOIL/AT123D guidance document has been updated. The new guidance allows proposed alternative impact to ground water soil standards that would result in compliance with ground water remediation standards by the expiration date of the ground water classification area (CEA), or in 30 years if the CEA is indeterminate (the previous guidance required compliance within five years). The new guidance document may be found at the following link:

www.nj.gov/dep/srp/guidance/rs/at123d_guidance.pdf

A new version of the SESOIL/AT123D software (SEVIEW version 7) is required to enable simultaneously modeling of ground water and unsaturated zone contamination. The new guidance also clarifies that natural rainfall infiltration needs to be occurring above the contaminated soil source zone (the previous guidance was silent on this issue). More specific guidance is also provided for various input parameters for the SESOIL/AT123D model, as well as what information needs to be submitted to the NJDEP. Lastly, the guidance specifies that ground water sampling must show compliance with the Ground Water Remediation Standards by the expiration date of the Classification Exception Area, as required by regulation.
