[SRRA]: Frequently Asked Questions and other resources available regarding remedial investigation reports due by the May 7, 2016 statutory deadline

P.L.2013, c.283 allowed certain persons responsible for conducting remediation to qualify for a two-year extension to complete the remedial investigation. Parties responsible for conducting remediation at the subject sites, who qualified for the extension, have until May 7, 2016 to submit a Remedial Investigation Report (RIR) to the New Jersey Department of Environmental Protection (Department). The intent of this listserv is to provide information to ensure the timely and efficient receipt of these submissions by the Department.

The RIR and related forms must be received by the Department by May 7, 2016, regardless of the fact that May 7 falls on a Saturday.

The submission must be made via the DEP Online Service. To reduce the chance of encountering difficulties in making the online submission, the Department has added a Frequently Asked Questions (FAQ) document to the Site Remediation Reform Act Forms Library. If you have questions about completing the RIR Online service, please review the FAQs here: www.nj.gov/dep/srp/srra/forms/remedial_investigation_report_faqs_online.pdf.

In addition to the FAQ, the following may be helpful:

  • Review the instructions for the RIR Online service to familiarize yourself with all of the questions for the service before you begin the service (www.nj.gov/dep/srp/srra/forms/remedial_investigation_report_ins_online.pdf).
  • Instructions for the Case Inventory Document (CID) are found in the tab in the CID labeled "Column Instructions" (www.nj.gov/dep/srp/guidance/srra/cid_worksheets.xlsm).
  • If underground storage tanks (USTs) in an area of concern (AOC) are both Federally and State regulated, choose Federally regulated as the AOC type on the CID
  • The CID AOC ID has to be no more than 100 characters and AOC Details should be no more than 500 characters, including spaces.
  • Remember to populate each column in the CID unless the CID instructions allow you to leave a cell blank. Do not skip rows in the CID.
  • Some services with UST AOCs will need to link current or former registered tanks to AOCs.   • Do not wait to the last few days to ensure you can get help/answers in time. Common issues that require time to update are issues with Responsible Party addresses and UST registrations.
  • If a well search was performed and the well search spreadsheet was not emailed before the submission, include the well search spreadsheet as a separate upload in the RIR Online service.
  • If there is ground water contamination at the site that requires a classification exception area (CEA), and the CEA has not yet been established, the service will require you to upload the CEA Fact Sheet. Prepare your CEA fact sheet prior to starting the service to avoid a last minute delay.
  • You can start an RIR Online service and save your progress if you have stop the service for any reason.
