The Data Systems Implementation Section, under the Bureau of Safe Drinking Water Implementation, is responsible for implementing the use and operation of the electronic data management systems that maintain drinking water system inventory data and analytical data used to determine compliance with the Safe Drinking Water Act. This Section supports the Division’s continuous need to consolidate, update, enhance, test, implement, and provide user support for data management systems to ensure that the database applications satisfy the regulatory and business process needs of the Division and increase overall program efficiencies.
This section consists of
two units:
- SDWIS/State Compliance Decision Support Unit
- E2-DWR- Electronic Reporting Support Unit
SDWIS/State Compliance Decision Support Unit
The SDWIS Compliance Decision Support Unit (SDWIS CDS Unit) is currently implementing the USEPA Safe Drinking Water Information System (SDWIS/ State) database application. The SDWIS/ State database application assists in providing compliance decision support in order to meet both the existing and new requirements of the Safe Drinking Water Act, and to improve reporting and compliance determination capabilities.
The SDWIS CDS Unit coordinates with Division staff to identify enhancements needed to the design of SDWIS/State and provides system user support; including various data request, reports, running compliance determinations, and the creation of database modules to assist users in expediting daily activities. In addition, this unit also undertakes and participates with other Division staff, and contracted vendors, to enhance, test, implement, upgrade, or replace the various database applications to support the regulatory activities of the Division and to provide the overall program with increased efficiencies.
The Division also implements and continues to enhance an enterprise data management system, New Jersey Environmental Management System (NJEMS). This unit performs tasks within the NJEMs system; including participation in testing and design of the NJEMs-SDWIS interface, updating contact names within Masterfile, generating annual water drinking water system billing invoices, and reviewing and processing automated compliance determination letters.
This unit also works with the E2-DWR Unit to assist with E2 functions and tasks, as needed.
E2-DWR –Electronic Reporting Support Unit
The E2-DWR Electronic Reporting Support Unit (E2 Support Unit) has the primary task of ensuring the accurate and complete processing of all paper and electronic drinking water quality analysis data reports, as submitted by drinking water systems and/or laboratories, as required by the federal and New Jersey Safe Drinking Water Act (SDWA).
The New Jersey Electronic Environmental (E2) Reporting System is a web-based information system that allows the regulated community to electronically submit reports to the Department of Environmental Protection (NJDEP). The E2 Support Unit ensures full implementation of E2; including performing daily migration and processing of electronically submitted data into SDWIS/State, identification of bugs, troubleshooting all performance and/or data issues, participation in all program acceptance and regression testing activities, and working directly with the Office of Information Resources (OIRM) and contractor(s) to design and develop new data system builds based on program needed enhancements.
This unit is also responsible for designing, developing, maintaining, and ensuring the accuracy of various database queries and reports; needed to ensure the data quality of submitted data and to ensure the efficient implementation of E2.
This unit also works with the SDWIS CDS Unit to assist with related compliance determination and SDWIS Implementation activities and projects as needed. |
