The Bureau of Water System and Well Permitting is responsible for all permitting activities associated with water system infrastructure the regulation of wells and the licensing of well drillers and pump installers. The New
Jersey Safe Drinking Water Act mandates a review process for the approval of construction or modification of public water systems. The five permit categories included under the New Jersey Safe Drinking Water Act and associated regulations include distribution system modifications, treatment modifications, new wells, new surface water sources, and new public water systems. Well permitting and well driller licensing activities designed to ensure the proper construction and sealing of wells are another function of this bureau.
The Bureau of Water System and Well Permitting

- Ensures the proper construction and operation
of public water systems
- Reviews water system permit applications
for design and construction standards in
association with the issuing of permits
- Administers the Physical Connection Program
for the issuance of physical connection
permits between approved and unapproved
sources of water supply that are required
to be issued and renewed annually
- Administers the provisions of the Subsurface
and Percolating Waters Act (PDF Format)
- Reviews and processes submitted well
records
- Reviews and processes submitted well
abandonment forms
- Assists and performs well searches for
water supply assessment and remediation
activities
- Collects and process fees
- Performs field investigations related
to:
- Verification of well construction standards
- Well driller licensing
- Well sealing
- Consumer complaints involving improper
well construction
- Administers and supports all activities
of the State Well Drillers and Pump installers
Examining and Advisory Board
- Educates, coordinates and consults with
local health agencies and the well drilling
industry
