Note: Companies may submit the APS using either the 2003 file or the 2002 file, however in either case the instructions (including those on the Start page and Appendix #2) in the 2003 file must be followed.
Companies that submit using the 2002 file should verify that on App3-2 that cell E24 has the formula "=TotalRate_3C_15". If it does not, this formula should be changed.
