Application Materials

PennEast Pipeline Company LLC submitted its application to DRBC for the PennEast Pipeline Project (“Project”) on February 8, 2016 and supplemented it on April 1, 2016. On July 25, 2016, PennEast submitted its response to DRBC’s May 23, 2016 comments. On November 1, 2016, PennEast submitted additional supplemental information to its application. On April 17, 2017, PennEast provided the commission with a set of September 2016 alignment sheets for the project. PennEast also submitted additional supplemental information dated May 12, 2017.

PennEast’s February 8, 2016 submission consisted of its DRBC application, supporting materials, and additional information in digital format on 5 CD/DVDs. The application and supporting materials, furnished on one of these disks, may be viewed and downloaded at no charge via the links provided below (all are pdfs). Some of the files are large and may take several minutes to download. The other four disks contained additional information: the public portions of its Application for Certificate of Public Convenience and Necessity filed with the Federal Energy Regulatory Commission (FERC) on September 24, 2015; and PennEast’s responses and appendices filed with its December 14, 2015 response to a FERC data request of November 2015. These files are too large to conveniently post or download from the commission’s website, but are available.

Penn East's April 1, 2016 supplemental submission consisted of amended application and supporting materials and new additional information in digital format on 5 CD/DVDs. The amended application and supporting materials, furnished on one of these disks, may be viewed and downloaded at no charge via the links provided below (all are pdfs). Some of the files are large and may take several minutes to download. The other four disks contained new additional information: (1) FERC Data Request Responses February 10, 2016 and February 26, 2016; (2) Joint Permit Application Luzerne and Northampton Counties; (3) Joint Permit Application Bucks and Carbon Counties; and (4) Erosion and Sediment Control General Permit (ESCGP-2). These files are too large to conveniently post or download from the commission’s website.

PennEast’s July 25, 2016 response package to DRBC’s May 23, 2016 comments included a letter (dated July 22, 2016) and supplemental information in digital format on 1 DVD. The response letter to DRBC’s May 23, 2016 comments letter and Enclosures 4 through 16 included on the DVD may be viewed and downloaded at no charge via the links provided below (all are pdfs). Some of the files are large and may take several minutes to download. Enclosures 1 (Shapefiles), 2 (Revised Erosion and Sediment Control Plans for Pennsylvania), and 3 (Alignment Sheets) contain files that are too large to conveniently post or download from the commission’s website.

PennEast’s November 1, 2016 supplemental information package consisted of a cover letter, a supplemental information summary table, and tables and figures that have been updated to reflect route changes that PennEast filed with the FERC on September 23, 2016. The application materials were also provided in digital format on one (1) DVD. The entire November 1, 2016 Supplemental Information Package submission may be viewed and downloaded at no charge via the links provided below (all are pdfs). PennEast’s April 2017 package submitted to the commission included the project’s alignment sheets, access road maps, and other related files, all dated September 2016. PennEast’s May 2017 supplemental information package consisted of a cover letter, updated water withdrawal and discharge tables and figures, as well as a narrative describing water withdrawal plans for each of their requested sources. The entire May 2017 Supplemental Information Package submission may be viewed and downloaded at no charge via the links provided below (all are pdfs).

Individuals and organizations may be added to DRBC’s Interested Parties List (IPL) for this Project by providing the party’s name, organization (if applicable), address and email information to penneastapp@drbc.nj.gov or sending their contact information by mail to DRBC, Attn.: Project Review Section, P.O. Box 7360, 25 Cosey Road, West Trenton, NJ 08628. Parties on the IPL will receive direct notice of information related to DRBC’s review, including the Notice of Application Received (NAR), Public Hearing Notice, etc., when issued. A formal public comment period, including details concerning the commission’s public hearing or hearings and methods for submitting written comments, will be announced upon publication of the draft docket. In the interim, comments on the Project may be sent to the following email address: penneastapp@drbc.nj.gov.
