On November 4, 2015, the State Board of Education adopted the Department's regulatory proposal to update teacher preparation and certification requirements. Some of the updates affect how candidates will earn a Certificate of Eligibility (CE) and how CE holders will advance toward earning a standard certificate.
A CE holder who starts teaching under a provisional certificate prior to SY 2017-18 will have until
July 31, 2017, to complete the one-year CE Educator Preparation Program (EPP) requirement.
Teachers who do not complete a program by that date must complete the new CE EPP requirements.
Candidates who begin teaching in the 2017-18 school year and thereafter will need to complete the full 400-hour program. including the 50 hours of pre-professional experience.
Candidates must complete the 24-hour course to be eligible for a CE until June 30, 2017.
Candidates applying July 1, 2017, and after will not need the 24-hour course to obtain a CE, they must complete the 50 hours of pre-service prior to being issued a provisional certificate with the employing school district.
Effective academic year 2017-18, provisional teachers holding a CE with a preschool through grade three endorsement must choose to complete either 350 hours of formal instruction pursuant to N.J.A.C. 6A:9A-5.4(a)1 or 24 semester-hour credits of preschool through grade three pedagogy at a Department-approved New Jersey college or university program. The instruction must be P-3-specific.
