Office of Budget Review and Fiscal Monitors
The office is responsible for the budget review, approval process and fiscal oversight of at-risk districts. This includes the fiscal oversight of the formerly designated 31 Abbott districts as well as districts identified as at-risk under the New Jersey Quality Single Accountability Continuum (NJQSAC). The budget managers review school district budgets and analyze school district business operations to ensure compliance with state laws and regulations and increase efficiency and cost saving opportunities. They review and analyze the district monthly financial reports, minutes and transfer requests and provide technical assistance in these and other district business management practices, including purchasing, accounting, and capital project management. The office will also assist in the review of applications for restoration to the Commissioner of defeated budgets and the cap waiver process.
The office is also responsible for the Fiscal Monitors who are appointed by the Commissioner to provide direct oversight of a board of education’s business operations and personnel matters if the district qualifies under N.J.S.A.18A:7A-55. The Fiscal Monitors oversee the fiscal management and expenditures of school district funds and facilities and ensure development and implementation of an acceptable plan to address the circumstances which resulted in the appointment of the Fiscal Monitor.
