Quality Single Accountability Continuum (QSAC)

The Quality Single Accountability Continuum (QSAC) is the Department of Education’s monitoring and evaluation system for public school districts. The system shifts the monitoring and evaluation focus from compliance to assistance, capacity-building and improvement. It is a single comprehensive accountability system that consolidates and incorporates the monitoring requirements of applicable state laws and programs and complements federally required improvements. The system focuses on monitoring and evaluating school districts in five key components that, based on research, have been identified to be key factors in effective school districts.

All districts must submit a Statement of Assurance (Excel file) through NJ Homeroom by January 9, 2012.

Districts scheduled to undergo a QSAC evaluation in School Year 2011-12 need to compete both the Statement of Assurance (SOA) Excel file AND the District Performance Review (DPR) through NJ Homeroom by January 9, 2012.

QSAC Regulations (readopted with amendments)

Evaluation of the Performance of School Districts (N.J.A.C. 6A:30,) has been readopted with amendments to implement a monitoring and evaluation system for public school districts and county vocational school districts. These rules became effective on January 20, 2009, and are in compliance with the provisions of P.L. 2005, c. 235 and P.L. 2007, c. 16, §39a, which amended N.J.S.A. 18A:7A.

The following are the final rules, which include the District Performance Review (DPR) for each component of school district effectiveness. The DPRs are attached as Appendix A in the regulations.
