All
teachers with primary responsibility for direct instruction in one
or more of the core academic content
areas are required to demonstrate that they satisfy the federal
definition of a Highly Qualified Teacher. This includes
elementary
generalists who teach all subjects to a particular grade/class,
special
education teachers who provide direct instruction in one or more
content areas,
middle-
and secondary-level content area instructors,
basic
skills supplemental teachers, and
bilingual
teachers and English as a second language (ESL) teachers who provide
direct instruction in core academic content.
