The New Jersey Model for Highly Qualified Teachers
Teachers: Title I - ESL/ELL: Direct Content Instruction

ESL teachers providing direct instruction in academic content must satisfy the federal definition of a Highly Qualified Teacher
    • at the elementary level as an elementary generalist; and
    • at the middle and secondary level based on the grade level of the content they teach rather than the age of the students

ESL teachers who provide support and consultation but are not responsible for direct instruction are exempt.
