Definitions

Maintenance of Effort: An LEA may receive Title I, Part A funds only if the state finds that the LEA has maintained its fiscal effort in accordance with section 9521. Maintenance of effort is calculated annually.

Federal Funds to Supplement, Not Supplant, Non-federal Funds: Both the state and LEA are required to use federal funds only to supplement the funds that would, in the absence of such federal funds, be made available from non-federal sources for the education of pupils participating in programs assisted under Title I and not to supplant such funds.

Comparability of Services: An LEA may receive Title I funds only if state and local funds will be used in schools served by Title I funds to provide services that, taken as a whole, are at least comparable to services in schools that are not receiving Title I funds. This calculation is completed every two years. There is a worksheet to complete this report. It is posted on the Title I Web site and also included in the NCLB consolidated application and reference manual.


Feeder Method - A part of poverty criteria measures. The feeder method is the average of sending schools that "feed" a into receiving school. For example, averages elementary school student poverty that "feeds" into a receiving middle school and uses their average poverty for the middle school poverty figure to determine poverty for Title I eligibility to rank order.
