1118, Parental Involvement
In
order to build capacity for parental involvement, districts and
schools must develop written parental involvement policies, a school-parent
compact, and build capacity through fourteen
(14) specific activities.
Written Parental Involvement Policies
District Level Policy
The district that receives funds under Title I must jointly develop agree up
on, and distribute to, parents of participating children a written parent
involvement policy. The policy shall be incorporated into the LEAs
plan developed under NCLB section 1112, establish the LEAs expectations
for parent involvement, and describe how the LEA will do the following:
Local School Policy
The local school must also follow requirements to jointly develop and distribute
to parents a written parent involvement policy, agreed upon by the parents.
The school must make the policy available to the local community and update
it periodically to meet the changing needs of parents and the school.

School-Parent Compact
The School-Parent Compact outlines how parents, the entire school staff, and
students will share the responsibility for improved student academic achievement
and the means by which the school and parents will build and develop a partnership
to help children achieve the states high standards. In addition, the
school-parent compact must also describe the schools responsibility
to provide high-quality curriculum and instruction in a supportive and effective
learning environment and address the importance of communication between
teachers and parents on an on-going basis through, at a minimum, the following:
- Parent-teacher conferences in elementary schools, at least annually.
- Frequent reports to parents on their childrens progress.
- Reasonable access to staff, opportunities to volunteer and participate
in their childs class, and observation of classroom activities.
