State Professional Learning Committee

The State Professional Learning Committee (SPLC) is authorized by the State Board of Education (N.J.A.C. 6A:9C-4.5) to advise the Commissioner and the Department on professional development policies and other matters pertaining to the professional growth and development of all educators in service to improved outcomes for students. This committee replaces two former professional development advisory committees, the Professional Teaching Standards Board (PTSB) and the Professional Development Advisory Committee for School Leaders (PDAC), with the goal of enabling more coherent and aligned policies and guidelines for professional learning for all educators.

Background

The work of the SPLC covers a variety of domains. The domains can include but are not limited to:

  • Support for ongoing implementation of the state's regulations on professional development and mentoring for teachers, educational services staff, district and school leaders;
  • Guidance to the field on matters of high-quality professional learning;
  • Adoption and implementation of professional standards for teachers and educational leaders; and
  • Adoption and implementation of standards for professional learning.

Committee Composition and Membership

The committee must have at least 16 members and represents the following array of educators and community members:

  • Six teachers, including at least one from a charter school and one from each school level;
  • Three principals and three district administrators, with at least one from a charter school;
  • One district board of education member;
  • Two representatives from educator preparation programs, including one from an alternate-route provider; and
  • One parent or community member.
