Calculation: New Jersey has one state-endorsed diploma. The United States Office of Special Education Programs requires that the method for calculating the graduation rate for students with disabilities must be similar to that for general education students. The methodology for calculating the graduation rate for all students and the graduation rate for students with IEPs is similar, but the population of general education students is determined by grade level and the population of “students with IEPs” is determined by age. Because data for students with disabilities are collected and reported by age, and data for general education students are collected and reported by grade level, NJOSEP created a crosswalk between age and grade level in order to form a cohort. A cohort may be defined as a group of students that start an educational program at the same time and whose progress or status is followed at different points in time. To calculate the rate of general education students who graduated in a school year, the cohort of students that dropped out is needed. The following chart represents the cohort of students that dropped out of the graduating class of 2007:
The rate of graduation for general education students is calculated by dividing the total number of students graduating by the total number of students graduating plus the total number that dropped out (grades 9 through 12) within the four year cohort for the students. To calculate the rate of students with disabilities that graduated in a school year, the cohort of students with disabilities, that either dropped out or moved and were not known to be continuing in school, is needed. The following chart represents the cohort of students with disabilities that dropped out of the graduating class of 2007. The number of students for 2007 that either dropped out or moved and were not known to be continuing in school is added to the denominator separately.
The rate of graduation for students with disabilities is calculated by dividing the total number of students with disabilities ages 17 - 21 graduating by the total number of students with disabilities graduating plus the number of dropouts for the current year and the total number of students with disabilities who dropped out (ages 14 - 16) within the three year cohort for the students. | |||||||||||||||||||||||||||
