We have recently received two additional PBC NOIs for consideration. In view of this we have reviewed our original PBC solicitation and determined that there was no deadline identified on the PBC page of the solicitation on the FMERPA website. To be fair to those who were not aware of any deadline for the submission of NOIs for PBCs, we have decided to reopen the solicitation period for PBCs and establish a deadline of 12:00 o’clock Noon, November 30, 2007, for additional NOIs for PBCs. We have consulted with HUD on this and they are in agreement with the stipulation that the extension only apply to PBCs and not Homeless Assistance NOIs. The original solicitation for Homeless Assistance NOIs had a definite deadline and cut-off of March 8, 2007.
The original solicitation’s PBC NOI criteria still applies and is as follows:
- NOIs for public benefit conveyance (PBC), other than homeless assistance conveyance must include :
- a description of the eligibility for the proposed transfer, *
- the proposed use of the property, including a description of the buildings and property necessary to carry out the proposed use,
- time frame for occupation, and
- the benefit to the community from such proposed use, including the number of jobs the use would generate.
*Additionally, all PBCs will require a Federal Sponsor, each of which has their own application process. We request that all new submitters of PBC NOIs confirm their NOIs potential to be eligible for federal sponsorship.
Recommended Procedure for Public Benefit Conveyance
Step 1. PBC applicants should contact the appropriate federal sponsoring agency to determine if they are eligible for a PBC.
Step 2. Eligible NOI applicants can meet with FMERPA staff to discuss surplus property needs as they relate to their proposed reuse program. The FMERPA staff, in conjunction with the U.S. Army Fort Monmouth Garrison Commander's staff, will work with the applicant to identify suitable property options for consideration.
Step 3. If appropriate, the FMERPA will attempt to schedule a walk-through of the selected properties with the applicant(s).
Step 4. PBC NOI Applicants should complete their NOI proposal for submission to the FMERPA by November 30, 2007. The submission should be sent to:

Step 5. FMERPA receives NOIs by Nov. 30, 2007, in accordance with the September 9, 2006 solicitation. NOIs will be distributed to the various FMERPA NOI review committees for review, evaluation and recommendation for consideration into the FMERPA's reuse plan.
Step 6. The FMERPA Board decides which NOIs will be incorporated into the reuse plan.

| As required by the Base Closure Community Redevelopment and Homeless Assistance Act of 1994 as amended (the Redevelopment Act) and its implementing regulations, the FMERPA (the LRA) for the U.S. Army Fort Monmouth Installation is seeking notices of interest (NOIs) for surplus property at the installation. NOIs for homeless assistance must include: (i) a description of the homeless assistance program that the homeless provider proposes to carry out (specify location). (ii) a description of the need for the program. (iii) a description of the extent to which the program is or will be coordinated with other homeless assistance programs in the communities in the vicinity of the Fort Monmouth installation; (iv) information about the physical requirements necessary to carry out the program including a description of the buildings and property at Fort Monmouth that are necessary in order to carry out the program; (v) a description of the financial plan the organizational structure and capacity prior experience and qualifications of the organization to carry out the program; and (vi) an assessment of the time required to commence carrying out the program.
