Philip James Degnan

State Comptroller, Office of the State Comptroller

Philip James Degnan was formally nominated to serve as State Comptroller on October 22, 2015. 

Mr. Degnan leads the day-to-day operations of an office that audits and reviews government programs and operations, investigates misconduct by government officers, scrutinizes the legality of public contracts and recovers improperly expended Medicaid funds.

Prior to joining the Office of the State Comptroller, Mr. Degnan served for four years as the Executive Director of the State Commission of Investigation, which conducts investigations in the areas of organized crime, public corruption, public safety, and the administration of justice in the state of New Jersey.

From 2004 to 2011, Mr. Degnan served as an Assistant United States Attorney for the District of New Jersey, where he served in the Public Protection Unit and the National Security Unit and successfully prosecuted cases involving child exploitation, narcotics trafficking, weapons possession, immigration offenses, bank robberies and matters related to national security.  Prior to joining the U.S. Attorney's Office, Mr. Degnan was a litigation associate with the Gibbons law firm in Newark, where he worked in the firm's civil litigation and criminal defense practice groups.  

Mr. Degnan graduated from Davidson College in North Carolina and received his law degree from Seton Hall University Law School in Newark.  Mr. Degnan began his legal career as a law clerk to the Honorable Richard Newman, New Jersey Superior Court, Appellate Division, and to the late Honorable Daniel J. O'Hern, Associate Justice of the New Jersey Supreme Court.
