Office of Emergency Medical Services (OEMS)

The Office of Emergency Medical Services (OEMS) certifies more than 26,000 Emergency Medical Technician (EMTs) and 1,700 Mobile Intensive Care Paramedics (MICP's) as well as licensing mobility assistance vehicles, ambulances, mobile intensive care units, specialty care transport units and air medical units totaling more than 4,500 vehicles.

Created in 1967, Office of Emergency Medical Services (OEMS) was the first office of its kind in the United States. OEMS is part of the department's division of Public Health Infrastructure, Laboratories, & Emergency Preparedness.

Security Alerts

  • All OEMS staff carry State of New Jersey picture identification cards. If you or your service are questioned or stopped by someone claiming to be an OEMS employee and you do not know that person, ask to see his/her state-issued ID card. If you have any further questions after seeing the ID card, please call OEMS for confirmation of the person's identity.

  • Visitors to OEMS: All visitors MUST have a scheduled appointment with OEMS staff. No walk-ins will be permitted. Visitors must have a valid government photo ID with them to present to security upon entering the building. Thank you for your cooperation.

2024 BLS Non-Emergent Staffing Waiver (Revised)

Dear EMS Colleagues,

Anti-Choking Device Position Statement

Dear EMS Provider/Stakeholder,

The New Jersey Department of Health Office of Emergency Medical Services has received multiple inquiries regarding anti-choking devices marketed for community use in case of a foreign body obstruction.  The Department has reviewed these devices and is issuing a position statement regarding their use in the pre-hospital setting and/or non-emergency medical transports.  Should you have any questions please don’t hesitate to contact us at ems@doh.nj.gov.  Thank you.

***Position Statement***

Executive Directive No. 23-001

Dear EMS Provider/Stakeholder,

To serve as a first responder crewmember on a non-911 BLS ambulance under P.L. 2021, c.477, as amended by P.L. 2022, c.132, the first responder must have successfully completed a first responder training program and received a certification set forth in Executive Directive No. 23-001.

For purposes of implementing P.L. 2021, c.477, as amended by P.L. 2022, c.132, the Department of Health is recognizing the following first responder training programs and certifications:

  • The National Registry Emergency Medical Responder certification;
  • American Red Cross (ARC) Emergency Medical Responder training program and certification;
  • National Safety Council (NSC) Emergency Medical Responder training program and certification; and
  • American Safety & Health Institute (ASHI) Emergency Medical Responder training program and certification.
