New Jersey Early Intervention System Data

New Jersey Early Intervention System (NJEIS) prepares an Annual Performance Report (APR) on the statewide performance of the Early Intervention System. NJEIS has prepared the reports below to provide the public additional information.

NJEIS Annual December 1 Child Count Trend Data (Table 1)

NJEIS conducts an annual count of the child with an active Individualized Family Service Plan (IFSP). This count is conducted on December 1 of each year and is reported to Office of Special Education Programs (OSEP). The reports below provide the data broken out by county.

Table 1 Child Count Report which includes:

  • December 1 child count by county, age and race/ethnicity;
  • December 1 child count by region, county, age and race/ethnicity;
  • December 1 child count by region, county, age and race/ethnicity Trend 2003-2008

Child Count by Diagnosis:  The diagnosis of NJEIS children reported in the December 1 child count.

In addition to the December 1 count described above NJEIS has prepared a report of the monthly trend data with the number of active IFSPs at the beginning of each month. This figure reflects the number of additional Initial IFSPs and number of children that exited since the prior month. Graphs of monthly child count trends are included at the end of the document.

NJEIS Referral Count Data

Referral Source Statewide: The primary referral source of children to NJEIS.

Referral Source County: The primary referral source by county.

The monthly referrals report tracks the number of referrals to the NJEIS. This information is reported by county for SFY 2007 and SFY 2008.

NJEIS Child Count Monthly Trend Data

NJEIS is required to hold the initial IFSP meetings within 45 days of the referral date. This is the meeting held to develop the IFSP to meet the needs of the child. NJEIS has prepared a report of number of Initial IFSPs conducted each month. This child count is also an indication of the number of family information meetings held in a month.

The Early Intervention System is required to provide for a transition planning conference (TPC) within 90 days of the child’s third birthday. As an indication of the number of TPCs required each month NJEIS prepared a report of the number of children exiting the Early Intervention System within 3 months of their third birthday.

NJEIS has prepared a graph for each county of Monthly referrals, Initial IFSP, and children exiting within 3 months of their third birthday.

NJEIS Population Compared to Census by Age (APR Indicators 5 & 6)

APR Indicator 5-Percent of infants and toddlers birth to 1 with IFSPs compared to other states with similar eligibility definitions (NJ is Moderate) and national data.

APR Indicator 6- Percent of infants and toddlers birth to 3 with IFSPs compared to other states with similar eligibility definitions (NJ is Moderate) and national data.
