In May, 2003, a major statewide women’s health summit, Working Together for Comprehensive Women’s Health in New Jersey, formally marked the inception of the OWH. This working conference fostered collaboration among the state’s public and private sector leaders and prioritized women’s health issues for the OWH.

At the conference, 120 professionals from a variety of health-related fields examined six areas of concern for women:
- chronic disease,
- maternal and child health,
- mental health,
- wellness,
- violence against women,
- HIV/AIDS, STD's, and addictions.

The participants discussed strategies for improving women’s health in these areas and called for gender-specific research, educational and outreach programs, and partnerships between agencies.
