Vaccines
A vaccine against a pandemic strain of influenza cannot be developed until a pandemic begins.
Once a pandemic begins, scientists are able to identify the exact strain and create a vaccine.
Making a new vaccine will take several months, and supplies will probably be low until more vaccine can be produced
