The New Jersey Commission on Higher Education convened at the Mary
G. Roebling Building in Trenton on February 24, 2006. Chairman Francis
J. Mertz and Vice Chairman Kevin Collins were unable to attend; Commissioner
Edward Graham presided. Highlights from the meeting include:
Swearings-In: Mr. Kurt Landgraf, president and CEO of Educational Testing
Service, and Mr. T. J. Nelligan, chairman and CEO of Nelligan Sports
Marketing, were sworn in.
Chairman’s Report: Commissioner Graham previewed the agenda.
Executive Session: The Commission adjourned to executive session to discuss
a personnel matter. Upon returning, the appointment of Ms. Jane Oates
to the position of executive director was approved.
Executive Director’s Report: Dr. Oswald commented on the theme
of expanding student access and success and discussed the report

State Goals for Increasing Postsecondary Attainment.
Long-Range Plan Update: Dr. Oswald commented on the continuing work by
the Heldrich Center for Workforce Development related to meeting
workforce needs in key industries.
Bais Medrash Toras Chesed Petition: The Commission licensed Bais Medrash
Toras Chesed for an initial period of three years.
EOF Performance Data: Dr. Glenn Lang, executive director of EOF, discussed
various uses of data and presented illustrative trends on improved
student outcomes.
Presidents’ Council Report: Dr. Pruitt commented on the February
21 meeting of the Presidents’ Council and the newly formed
Assembly Higher Education Committee.
Comments from the Public: Dr. John Pace, president, Association of New
Jersey County College Faculties – institutional governing boards
