The New Jersey Commission on Higher Education convened at the Mary G. Roebling
Building in Trenton, N.J., on March 26, 2004. Chairman Larry Downes presided.
Highlights from the meeting include:
- Chairman’s Report: Mr. Downes discussed the Commission’s major
thrusts: to assess the Commission’s role and organization, clarify
leadership needs for the future, and implement the long-range plan. The Commission
appointed Dr. Jeanne Oswald to serve as executive director during the assessment
and reorganization process and until such time as a new executive director
is appointed.
- Executive Director’s Report: Dr. Jeanne Oswald commented on
staff and organizational matters, a recent symposium by the New Jersey Coordinating
Council for the National Institutes of Health, and legislation to implement
the NJ STARS scholarship program.
- Higher Education and the Economy: Dr. Joseph Seneca, a university
professor at the Edward J. Bloustein School of Planning and Public Policy
at Rutgers
University and chairman of the New Jersey Council of Economic Advisors, provided
an overview of higher education’s role in the economy.
- Enrollment Growth Projections by Sector: Dr. Susan Cole, President of
Montclair State University and chair of the Emerging Issues Committee of
the Presidents’ Council,
presented preliminary information regarding sector growth projections to
meet the long-range plan enrollment goals.
- Long-Range Plan: Dr. Oswald updated the Commission on work plans for the
Commission’s Stage 1 implementation responsibilities.
- Marketing Leadership Team: The Commission approved the charge for a marketing
leadership team that will plan and help implement the coordinated, multiyear
public awareness campaign recommended in the long-range plan.
- Technology Investment Report: The Commission received and discussed a
report on various state technology and research investments affecting higher
education.
The report chronicles significant returns on the state’s investment
since fiscal 1998.
- Higher Education Technology Infrastructure Fund: The Commission approved
the use of interinstitutional connectivity funds for Essex County College.
- Presidents’ Council Report: Dr. Stuart Cook reported on the March
22 meeting of the Presidents’ Council Executive Board.
- Public Comment: Dr. John Pace – vice president, Association of
NJ County College Faculties: broader awareness of A Blueprint for Excellence.
